Stability first: you can't tune something that's moving. A good drone only changes pitch when your hand moves it. If it wanders on its own or swells with your blowing, look at the reed, its setup, moisture and your blowing before you worry about tone.
Match your drone reeds to your chanter reed. High A on your chanter sets the pressure for the whole bagpipe. Move each bridle about a millimeter at a time so the drone kicks into its second tone comfortably below that pressure and never shuts off while you play. Less air, lower pressure and a steadier sound all go together.
Low A is the master note, and tune once your pipes settle. Tenors and the bass top with a little hemp showing, the bass bottom low. Tune with the InTune Mic or by ear, matching the bass to the outside tenor, and do your fine tuning once low A stops rising.
