You don't need bagpipes to start. You need a practice chanter. It's where you learn the fingering, your first tunes, and how to read music, and every piper keeps using one, even world champions. Pick a chanter that sounds good and is easy to play so you actually practice.
A $100 set of bagpipes online will not work. I call them bagpipe-like decorative objects. Fixing one costs many times what you paid and it still won't sound good, so when you're ready, buy a quality set.
You are not too old, and 15 minutes a day, slow and clean, is how you get there. Good form, deliberate practice, and the right equipment make it possible at any age. Expect about a year to get on the pipes and a couple of years to play a tune in public, and don't rush the process.
