Almost every pipe tune is built from a handful of repeating two-bar phrases, and finding them with colored highlighters is the fastest route into memorizing anything. I mark up Scotland the Brave, Lexy MacAskill, and a six-part Highland Wedding to show that once you see the pattern, memorizing a big tune stops being about brute force and becomes about learning a handful of unique blocks and their order.
Playing a tune with the music in front of you over and over is one of the least effective ways to memorize it, no matter how productive it feels. My advice is retrieval practice: play a couple of bars, flip the music over, and try it from memory almost immediately — testing yourself is what actually builds memory, not repeated exposure.
Muscle memory works for a birl, but it will never carry you through a whole tune. A birl is short and never changes, so it consolidates into a single automatic motion, but a tune constantly jumps around like an alphabet that goes A, B, A, C, D, E, D, C — you need explicit knowledge of where each phrase actually goes, not just a feel for it.
