"Too hard to blow" and "taking too much air" are different problems with different fixes. A hard-blowing pipe is almost always about the pipe chanter reed, while air disappearing from the bag faster than you can replace it is almost always a drone reed that's open too wide.
All four reeds share one bag and must be matched to the same pressure. Your chanter reed sets the target pressure for the whole instrument, and your three drone reeds need to kick into their second tone at or slightly below that same pressure, or nothing will feel right.
