First figure out which problem you actually have: too much pressure, or too much air. Too hard means the pressure required is too high, and that comes from one place only: the chanter reed. Taking too much air means air is escaping somewhere: a leak, the valve, or, most often, a drone reed set too open.
The chanter reed sets the pressure; the drone reeds must be calibrated to it. You have one bag and one pressure level for four reeds. Get the chanter reed to the right strength (around 30 on the Bagpipe Gauge), then adjust each drone bridle so the reed locks into its second tone at that exact pressure without shutting off.
Diagnose by isolating one thing at a time. Cork the chanter and two drones and blow each drone alone, or mouth-blow each drone reed and compare. The offender, very often the bass, jumps out immediately, and a bridle adjustment or a fresh reed fixes it.
